In pmbok its mentioned that mentor and control phase starting from intaiting to closing ,but from my understanding that mentor and control is concerned about eveluate and compare between actual results and planned ones ,so what is true ?

You mean Monitor ?

Monitor & Control goes through from the beginning till the end. Comparing results if you want to call it this way is one of the many tasks of Monitor and Control.

I think you are talking about figure 2-10 of the PMBOK. Monitoring and Control, by defintion, is composed by the process required to track, review and regulate the progress and performance of the project. So, is up to you (because you decide where the project life cycle starts and ends) the way you performing Monitoring and Control activities.
