Can someone explain what is the meaning of Risk neutral?

It mean for the same benefit they don't have preference.

Risk neutral mean your not risk averse or risk seeking in a specific context.

Risk neutral is more towards the mindset of people, how you take the risks? The risk seeker and risk averse are the extreme ends for taking risks. In case of risk neutral... if you invest money and only looks at the gains in investments and ignores the potential downside risks. It is just a need to increase the expected value.
Risk-Averse generally generally look for 100% certainty while risk seeking may opt things even in 50% chances.
