Value of a Healthcare IT Project?

How many of you out there have included specific ROI measurements of value on a healthcare IT project? I ask, because, a fellow Healthcare PM colleague and I recently reflected back on dozens of projects we've managed over the years, totaling hundreds of millions, but when we tried to answer, what actual value was delivered, it was a bit difficult to answer, but we both knew of projects we completed which clearly did not add value to the hospital. Just curious if anyone is rigorously trying to measure value of the project to the hospital/health system.

Don, I picked up on a few articles that may be of help. They mostly relate to ROI of EHRs, as that is a current project field for me. Note the one that calls ROI "Return on Information" actually seems the most pertinent.
