Project scope defines what needs to be delivered to satisfy a contract. The scope will include everything that is needed to deliver the final solution. So all work products that is required by your project type to reach the end goal. These work products will differ depending on the contract but also the type of project i.e. a normal IT project will have different work product requirements than a construction project, so you submittal list won't always look the same.
But there are basic elements that will always be in scope such as project plan and schedule. To have frequent, and sometime heated debates about what is in/out of scope is normal even for project with very well defined contract.
As a simple example if you order a new car the user manual is included in the scope although it is not explicitly mentioned in the contract you signed, but the nice performance package is not as it is listed as an optional extra.
