Dear Anonymous, many people do a project scorecard at time of project selection to help in justifying the project request. There is another "scorecard", sometimes called the project scorecard and sometimes called other things, that is used well after the project to measure the effectiveness of the "product of the project". That is, did the product of the project produce the stated benefits that justified the project in the first place. Some project organizations do this, and there is increasing interest in this area.
