Can someone help me to explain what is the meaning of buy - in?

I believe the simplest answer to this question without over complicating it too much:

Buy-in is the acceptance of and commitment to a specific concept or course of action. The term is used often in the context of people / companies agreeing to accept something and provide their support.

Obtaining "buy-in" is heavily dependent on communication. Does the stakeholder have the background or do they need context. Do they understand the concept, issue, need? Stakeholder management also comes into play as you need to understand what is important to the stakeholder(s), what their concerns may be and address those up-front. When a stakeholder has been brought along via engagement (i.e., they have input into the plan, recommendation, etc.) it is easier to get their buy-in as they were part of the process. The PM can also use the communication to bring the stakeholders along in the journey so when you are seeking alignment and buy-in (agreement, commitment ), the stakeholder feels informed, involved and their concerns have been addressed.
