Why does Enterprise Environmental Factors influence Develop Project Charter?

The project charter gives a high level of details of all the areas of the project – High Level scope, budget, schedule, communication, stakeholders etc.
Exploration of above details needs an investigation of conditions which are not in control of team but can influence the above important areas of the project
As an EEF, you need to see the structure and systems of organization, what the roles are and how they communicate to each other, and what the available skills are?
The exploration of these details helps to involve right people and tools to come up with a project charter.

EEF defines certain limitations , constraints , assumptions which we need to consider during project execution like time , cost , safety , quality etc.,
Example ( External ) : Approval of government regulatory for ecological projects. In some countries these approval takes much time which should be considered in high level timelines in project charter.
Example ( Internal ) :Company Work authorization system . In construction projects , some activities take much time to pass through work authorization system which need to be considered in timelines.

In short, EEF provide you inputs and effect of EEF on high-level constraints, assumptions, risks, schedules, etc. while developing project charter.
It is very important as project sponsor owns those risks/constraints and sign-off charter.
