why does the input of Direct and Manage Project Work need Requirement management plan?

The most common inputs would be like, organisation policies, procedures and guidelines etc., Although these doesn't make any difference, but, information from past projects would definitely matter. Thus, you need them as input for requirement management plan.

One common thing in any given project is "Change Requests". There could be various reasons for this to happen. One of the common reason for any change is due to the ignorance of the need of the business by the sponsors (or) point of contacts for that engagement. If you understand the pattern in any engagement, and the history with a given project / client, clearly tells you that the involved stakeholders are showcasing this behavior as regular practice, don't you think that you would take that as RISK in this engagement. Due to their lack of involvement in the business clarity, the project would be delayed.
