Can someone explain what is the meaning of Control thresholds?

In general, threshold is nothing but a range of lower and upper limit.
Lets say defect density threshold is 5-20 for 1000 lines for code. So, if defects are raised beyond this range, then it is considered as crossing the threshold values.
