My thought is that " Develop and Manage Project Team " processes are more about
" Human Relation management " than " Human Recourse Management ".

Relation in the sense of peer, guide, mentor, leader etc.,

Please share your thoughts.

Human relation is inside Project Stakeholder Management process. Human Resources (while call resource to a human being could sound rude) is what you have to do as any other type of resources to calculate activities duration.
