I wrote an article that was published time ago by the PMI and the IIBA as "best practices for practice business analysis". Hope it helps: https://www.projectmanagement.com/blog-pos...th-stakeholders

First,What kind of project are you talking about? That make some difference.
What are the people/organisation impacted by your project? Who is involve in the project?

Hi Vincent, thanks for the comment.
The project is Engineering, Procurement and Construction(EPC).The contractor and his team should perform the whole project (EPC) which is owned by government. The project manager of contractor is supposed to manage the project from initiating, planning to close out.

Create a list of all the stakeholders you can identify, then socialize the project to as many people as you can, and ask them to identify any stakeholders they think are missing from your list.
This serves two purposes: It increases the chance of discovering important stakeholders that you previously missed, and it encourages people to feel they are materially participating in the project's success; this sense of personal involvement could prove very beneficial to you during project execution.

1. As Vincent mentioned earlier, this depends upon the type of the project and more importantly the role you are playing in it. If you are a senior guy and have decision making power(related to funds) regarding the project it may not very difficult.

2. Assuming you are a low level player, again there are two scenarios

2a- You know the names but dont know the their position and decision making power. In this case a quick and dirty way is to search through linkedin profile, project Mgmt profiles if they have. This will give an approximate idea about their position, but to formally but you cannot formally document these info the stakeholder register.
Sales guys usually do this and I have found this very effective in my role.

2b- You dont even know the names. This is difficult and you would need further discussion with whoever got you in touch with the project to identify the names. Once you have the names, go to step 2a

Wanted to add one point to my earlier reply.
Even if you have couple of names of the stakeholders, you can have an approximate idea about who the others would be by looking at their profiles. At first this may look like spying/profiling, but most of the sales guys use this and moreover you are only accessing info available in public
All efforts should be made to formally identify the stakeholders and these tactics should be followed only if the time is short and should also be followed by formal meetings to familiarize with the stakeholders
