Hi Vincent, thanks for the comment.
The project is Engineering, Procurement and Construction(EPC).The contractor and his team should perform the whole project (EPC) which is owned by government. The project manager of contractor is supposed to manage the project from initiating, planning to close out.

The governement, all local autorities, utilities, member of the design team, local resident....
