Matrix structure is efficient to lead ctross functional project, but it depends on the management skill of the project manager.

If it is not a strong matrix ,which means the project manager does not have the authority to manage the project ,it would not be that effective .

Projectized Organization best fits to manage individual projects. However, in a portfolio, matrix organizations are being common to leverage the resource and functional capabilities for the best use of portfolio.
Keeping a clear RACI matrix, and Communication are two key things for delivering projects successfully under matrix organization... Project Manager plays a vital role in this.

yes , I am working in the matrix environments , it is considerable concerns about how to run the resources more efficiently in a portfolio.

Absolutely correct. project manager is the most critical role that complete the objectives on time ,on budget, on cost .

Absolutely correct. project manager is the most critical role that complete the objectives on time ,on budget, on cost .
