It all depends on the task, resources, adoption tolerance and environments. In some instances, when I faced with resistance to Agile or lack of support from users community, I used waterfall with small duration phases (6-8 weeks) and co-location to gain some of the agile benefits

Project management approach means to select a project life cycle. Agile is not a method, is not a life cycle model neither a life cycle process or life cycle, is not IT or software related, did not start with the manifesto. So, you have life cycle models (only two: predictive and adaptive), life cycle process based on those models (waterfall for predictive and iterative for adaptative as examples but you have others), methods based on those process (SDLC, SCRUM, DSDM, etc), tools to support those methods. The basement for all these suff is quality models and practices where you can find Agile, Lean, TPS, etc, etc. Then, you can apply Agile with any life cycle model, process, method, tool. With all that said, what you have to do is what in business analysis was named "enterprise analysis" (here an article I wrote time before that perhaps helps you due to was published by the PMI and the IIBA: https://www.projectmanagement.com/blog-pos...ight-solution). That means you have to use the systemic thinking and understand that each thing you will introduce into your organization will impact the organization as a whole. I share some of your pain points, honestly. My experience and belief is that the type of the methodology works based on the type of the business the company does. Not all orgs succeed with Agile/Hybrid because it is not needed for those type of projects. For example, a HCR- HealthCare Reform. It is a government mandated timeline/or healthcare rule that has a fixed schedule because you need to be in compliance by that due date. So you work backward and work through meeting that deadline. In this case, Agile does not make any sense.
On the other hand, you are working on a program that delivers products, example retail Industry- could be something like Nike- introducing a new product line, Inorder for them to meet the market demand/competition, they like to go into the market sooner, hence in iterations, product releases faster ones, make sense.
Managing a Project definitely is a tiresome task for the PM's regardless of the methodology, but I definitely would hate if the company implemented Agile when really not needed and does not bring value. In other words, creates more chaos than good. Saving Changes...

Agile is more about mindset; it gives you values where frequency delivery of software is advice to receive feedback frequently.
Shift Gears and Pick the right Gear when needed.. You may have already used all the gears in one long project or not put any specific process in a very small one.. Project is a unique endeavour so a framework can only put things into perspective but you cannot really put one rigid method on another project as it could not be apt for one or the other work package.. it is best to adapt and move along the need of the project in hand.. Best practice is which provides satisfaction to stakeholders at the end of the project and helps in retaining a happy customer. Saving Changes...

I feel we get so bound up in picking the right 'method' that we lose sight of what we are trying to do. It doesn't matter what method you use, if you can't deliver a quality outcome. It all boils down to are you 'doing the right things'. You can do everything right according to the methodology, but still not be doing the right things to be successful.
