You plan as you encounter / discover / come across new points which were not discussed however, were very briefly touched during the initiation of the project. You Account the points in anticipation but you do not have complete details about it so you cannot do a concrete planning / scheduling of that specific work. Before Implementation it is important to understand the essence of Rolling Wave and where exactly it falls in the Project LifeCycle.. Difference between Rolling Wave and CR is very thin so have to be cautious on these with Stakeholders and Sponsors..

For example, with a large project, say 1 year, with phases for each major release milestone spread over each quarter (3/31, 6/30, 9/30, 12/31) detailing out each phase as you come to it. You know the target dates, filling in more detail (tasks, schedule, resource needs, etc.) as the analysis and scope are finalized for each phase.

You might still know the general sequence of your activities, and you may have reasonable estimates. What you might lack is details. It's very difficult to provide accurate estimates when your project is lacking information (in a R&D project, for example). It's also very difficult to provide accurate estimates over a long time span. Rolling wave planning allows you to establish a roadmap with high order estimates for your business, while focusing on detailed plans and estimates for work that's imminent.

I some industry and according to context. In large multi year construction project in the early stage of the project you can do a general planning. It get refine with design progress and excavation. You get more and more information so you can detail at various steps.
