What are the Best ways to bring the project status from Red to Green Status

First and Foremost,
1, State the issue very clearly with action plan, assigned Issue owner.
2. Monitor and track the issue very closely, make sure no new risks come up.
3. Understand the cross dependencies and impacts- basically triple constraints.
4. Definitely escalate at the right time, in the right tone and text..very important.
5. Stay on top for follow ups.
Above in addition to your status reports reflecting the current status and your path to green which again will have the above. mostly.

Yes, the problem well written is half solved.
1. Write your problem
2. Set up an Action plan
3. Assign to exact skill set or balanced team.
4. Monitor closely and guide your team
5. Escalate at right time, always get ready with Plan B.
6. Measure Performance with a status report.

Sometimes because of whatever reason, the project has a scope creep or it exceeds it's constraints and has to be flagged as Red.

one way to bring it back to green is to re-baseline the project through Change Request . That obviously needs to be endorsed by the sponsor and the change request must be approved.

You do have to consider Sunk Costs and the factors why the project exceeded the constraints in the first place.

But the other options stated above are more appropriate to day to day project management
