Does MS Project 2016 Pro have the same capabilities as MS Project Pro with O365

Based on what I've heard, it is essentially the same, but with 0365 it will constantly be kept up to date with patches and newer features. If I'm not mistaken, there may be more access to more powerful reporting capabilities.
