Example :-
You may be running a software upgrade project that requires specific Project Team Member who should be skilled in Assembly Language because there are no internal Assembly language skills within your company
You are not sure if your sponsor has budgeted for such a resource within the charter. You are also not sure of the published market data to realize how much this resource may cost because you probably haven't started looking in the market .
The first question you need to answer is "how long is this project going to take and who is going to do this piece of work".
And if you are working sequentially according to PMBOK you are right now in the process of preparing a schedule and costing the project is your next step.
The questions you ask are :-
When in the project will i need the resource? Are there any dependent tasks that need to be performed first before i get that resource?
What if i dont have enough time to procure the resource?
What if such a resource is unavailable for the next 'X' months?
What if i find a resource and they take longer than expected?
This is a risk and it will reside in some form of risk log or register and will form an input to your estimation. you may have to adjust leads and lags in the schedule to mitigate, avoid , transfer the risk or put contingency to accept the risk.
The identified risks that may effect any estimating activities (resources, budget, time) will be in the register. There will be risks that need to be considered when you do your estimates, therefore, the risk registry is an input.

The stronger the technical skills of the resource and the longer the project, the greater the risk that the capabilities of this resource may be needed on other projects. Some project managers, me included, prefer to have the same faces on the project from cradle to grave rather than having the best resources and waking up every morning wondering if these resources are still assigned to your project. Therefore, having average or above average workers that you can have assigned to your project for the duration, may be best as long as they can do the job they are expected to do. There are several uses for the risk register and they include answering some questions such as:
1. If I lose a critical resource, where will the replacement come from?
2. For what length of time might I lose the resource?
3. Which resources am I in danger of losing?
4. If the resources assigned are linked to the project's priority, what might happen to the staffing if the priority changes for the worse? For the better?
5. How will the loss of a critical resource affect the project plan and the imposed constraints?

Obviously there are other issues affecting risks.
