You have to be realistic.

You need the plans in place to pour the foundation. That means there will be walls that will go on top of the foundation and the roof has to fit on those walls. Some things will be very expansive to 'tweak' in subsequent phases.

Having said that there are things that can be planned out a little later on. For example... color schemes, landscaping, furniture, etc can all be pushed into phase 2,3,4 depending.

Unlikely your going to decide to buy a brown leather love seat that will go in the south east corner of the living room and be facing that 56" HP Smart TV when your looking for some land to buy.

Mind You , Rolling wave planning is not used in construction industry in practice. Especially if you are building a house with a construction company.
You have color schemes and landscaping locked in with the builder , even before the builder lays the first foundation slab.

You are better of thinking about a software development project in terms of rolling wave planning and your schedule can have the high level WBS elements and you can elaborate on the detailed activities as more information becomes available.

If you where to build a house?
You can have a general planning first with search for location, purchase the land, get and architect to design the external frame, foundation work, external envelop, more design for interior and interior finishing.

when one step is done you start to put more detail in the next phase.

At some point you might have the general building (house) build but many room not define and du construction one by one has you define what you need.

agreeing to above comments. Think this way, you have a level 1 time line for completing your house.... then, you have a level 3/4 detailed activities on what to do in the next 3 months.... as you keep going forward to keep developing the next detail

I got my house constructed / renovated three times so certainly agree that rolling wave in construction project will always overshoot the budget.

The best way to go about doing any project is to freeze as much as scope you can in the beginning so that there is less deviation later on. Colors of the walls or the type of television or the sofa upholstery can be decided later on as they will fall under the bracket of -5% - +10% of cost variance in the project.

As a project manager it is important for you to understand the difference between a permissible change like type of Chimney in the Kitchen in a project which will not move its foundation and a real showstopper like placement of stairs blocking the complete view towards the sea.
