'Conflict Resolution' is one of the key skills for a project manager and is part of the job. Have you tried any of the five (problem solving, forcing, compromising, smoothing or withdrawal) approaches of 'Conflict Resolution'?' If you strongly believe that your proposed solution is better for the project, make sure you have good data points to back you up.

Dear actually my proposed solution came out of problem facing-conflict resolution; but when PMO has moderate authority to support PM, then will be hard to make either involved conflict party complies.

Both colleagues above bring up valid points. That criteria should be established as part of the PMO structure - from a guidance and support perspective. The PM as an individual also has the responsibility to work to resolve conflicts. Its a tough skill to garner, and certainly not one you want to have to practice, but I suppose it is inevitable.
But in that type of organization, it seems post conflict resolution activities, the individuals manager should be informed.

Matrix organization provides the path of escalation for team members as well as PM when there is a disagreement within. The proposed solution will be though engaging the functional heads to find the right and best suitable solution for the project.
