Delphie can be use at various time.
You want expert opinion on a subject building a bridge with a specific context for example.
You send question to a number of expert using email or other means.
They send you their response back same way
You compile responses, send to the same group
Receive answer back
Compile, send back.....
Until your compilation of answers is to a level that if necessary
In the process expert will have give you answers and from the return compilation add precisions, exceptions to make the answer more and more complete.
