Influencing is nothing but power to have effect on people.
So, a PM must be very good in effective communication, engaging customers effectively, negotiating, interpersonal skills... This all tells about Influencing skills.
To start with read "7 Habits of Highly Effective People". It is a good book to introduce you to such skill and explain how to develop it.

3. Communication and your ability to motivate
Most important: Understand yourself, your own goals, weaknesses and strengths.....

Influencing is effectively using Conversational Intelligence. It's moving from an "I" Centric thinking to a "WE" centric thinking .
Phrases like :-
To the Stakeholder :- How can we work together to achieve the Business Objectives that you have outlined in the Project Charter? To the Resource Manager :- How can we best make use of your team member who is valuable to this project such that they achieve their full potential by working on this project
Apart from this , in Project meetings with stakeholder, the presentation and conversations of the Project Manager should be tailored to send messages that everyone's input is valuable and everyone is working together to achieve the common goal .
Through The Project Manager being honest about Risks as well as achievements, being clear in communication , being gracious in accepting mistakes , providing due credit to a team member where it is required, clearing stakeholders' conflicts and misunderstandings and demonstrating commitment and progress towards achieving the Business Objectives of the project, they are demonstrating influencing skills.
