I have not seen any title as such or requirement per se. However, they will mention that the PM needs to have managed cloud based apps or knowledge or experience etc. But haven't seen anything as cloud PM's. Saving Changes...

However, for some job positions qualifications and experience are not limited to cloud based projects only--For example: for the position of Microsoft Cloud Project Manager experience is needed in managing infrastructure preferably as part of a VAR and/or Professional Services organization, etc.and so on for the other positions.

No cloud project managers are separately .However , Cloud experience& skills may be required for the project manager based on project requirement especially IT like SAP or Oracle and so on . Now a days , Saving Changes...
