In such cases, we usually do feature driven analysis on the basis of Survey/Brainstorming.
Here you have to see as per the project -
a) who all are the Customers for this Project and what are the requirements in market.
b) If Part requirements are not meeting then what will be the impact. You have to do the Risk based analysis as per the impact.
c) You can apply SWOT analysis for the project and take the judgmental decision.

For your risks to be effective they need to be identified, assessed and controlled, don't forget risks can be either a threat or opportunity.

Aside from doing a risk assessment and mitigation, you may have to consider the soft costs and hard costs. May I ask, is your company willing to invest in upgrading the technology and its facilities, etc. for compliance purposes to meet the requirement?
