George, PMOs are very dependent on the organisation and could be as simple as having templates or standard processes in place. It may not be formally termed a PMO within the organisation, but if structure and a level of governance are being provided then this is essentially a PMO in my view.

I could envision that even a part-time, mostly administrative position might provide value as a PMO...

It is the role played by the PMO that counts, not the size.In a small organization, this role can be handled on a part time basis also.

Research has shown that successful PMOs start with a narrow portfolio of projects, and
as project management becomes a more systematic practice, the PMOs broadened their scope. These PMOs had to demonstrate value within their first six months of existence to maintain executive support.

In Jan 2016 I published in Crosstalk Magazine "The Tragedy of the Commons: Establishing a Strategic Project Management Office (PMO)". My purpose was to define how establishing and maintaining a strategic project office will help facilitate and maintain corporate transformation to a new level of efficiency, productivity, quality and commitment to excellence.
