Quality Planning does focus on defining quality for the project and how it will be achieved:
- determine relevant and existing quality practises and standard that apply
- create relevant metrics, standards, processes that apply to meet defined quality standards
- define the work that is needed to meet quality standards
- specify the measurement details to meet defined quality standards
In a nutshell: It is all about the HOW.

What you stated is not quality planning. Beyond the great answer from Peter my recommendation is going to PMBOK is you need to know what it is from the PMI perspective.
