The tools of PQM are used to also create subsidiary plans (cost, scope, schedule, etc..) and then aggregated.

TPQA are used to make sure processes are up and running and meeting project objectives and staying within tolerance limits.

Is there something inside of that that confuses you? Your question doesn't seem to have a question to it.
