I can't imagine thee agencies would not have a PMO, but I think each program/project would have their own PMO, due to the size and length of some of thee projects sometimes exceeding a decade.

Absolutely yes for a PMO. What better way to help ensure consistent PM practices across an organization and most importantly, help link the strategic and business value with project output.
