Centers of Excellence in order to be effective, are reliant on a few key success factors. 1) The operational contruct of the organizatin. Do you have the right Subject matter expertises to staff the COE, the right leadership to lead it. etc. Often, building it new, will be under the leadership of one person, and running it long term, another. 2) Do you have the processes defined with adequate governance and controls? Intake of requests, and controls to ensure others dont "circumvent" the processes, are critical. 3) Stakeholder support, including the regulators.
