Is it possible to realize kick-off meeting before starting the project without Project core team or without all parties involved in the project?

As any other activity project kickoff must have a plan associated to it. The plan will answer what/when/who/how/cost defined and the why the plan is created. With all these into account your question is answered.

Both Core Team and High level scope and Plan are required to conduct a kick off. Otherwise, the purpose is defeated.

Important stakeholders and core team members are very important for kick-off meeting at any stage.

It is not a good practice to hold a kick-off meeting before having defined the core team members.

It's really rare that a kick-off meeting is run without the core team. It has something to do with what objective the meeting needs to achieve? If it's just for sponsor to indicate a project is started, then that's ok. The core team can be recruited later and informed of the project information.

Its good to do "Kick-off" after freezing the Project plan ( scope, schedule, stakeholders, communication, configuration plan..etc).

But if the project what you are talking abt is
# small
# team or department are co-located.
#organisation has very much experienced in handling similar projects
#lot of re-usability is already in place.
#Project success rate is higher
#Customer not hard on deadlines.
then you can kick-off once Project charter is ready ( with sponsor, sales and Line manager)

In my view, without Project core team or without all parties involved in the project, it cannot be termed Kick off meeting. I agree with Kumaraguru
