Since Project Plan comprises of many Sub-Plans Like HR Plan, Procurement Plan, Risk Mgmt Plan etc, Is there is any tool to check the consistency & completenes of overall Plan considering ITTO of each Process Area?

Not that I've seen, but the more one starts with templates, the better chance for consistency and completeness.

I would certainly hope that there is such a tool, other than the Project Management Plan itself, being checked for consistency in tandem with the other subsidiary plans. While I immediately cannot recognize a tool that does that directly, I can reference several methodologies already in place that assist the Project Management Team in keeping the project on track.
I believe that one of the most important methodology in maintaining consistency and completeness in any project is supported greatly within the Project Quality Management, particularly Control Quality, as it is here that the product has to be checked for correctness before it is validated. These essential elements have to be completed before the product can be accepted, and the project closed.
However, various other essential tools and processes within the ITTOs support the project's consistency and completeness along the way, including a clear WBS, Requirements Traceability Matrix, Stakeholder Register, and Decision Tree Diagram. Ultimately, the most powerful tool required to properly manage all of these other tools that assist in bringing consistency, complete accuracy, and success to the project is you, the Project Manager.
