Regardless, I would say EVM is not the right tool to use to "quantify work completion." EVM is for measuring project performance, specifically for determining if you've spent more or less than planned based on the percentage of work complete. It's more about the efficiency of the work that has been performed and the ability to estimate future performance if things do not change.
If you want your effort spent to be directly associated with the % of work completed, you would need exact estimates and precise measures of work completed and how much work is left - no gut feelings. Saving Changes...
