Supportive generally supplies the common tools and templates and recommends that the Project Managers use them to run their projects
Controlling exerts a little more control where it makes sure that the tools and templates , project reporting and project management practices used by the project managers is uniform and even helps report on Pipelines, approval statuses of projects, stage gates
Directive PMO wields the greatest power where it even recruits Project Managers and even provides resources to run Projects.
Project/Programme management office cuts across many projects/programs and captures high level status /information/ health and does not concentrate on the detail , deliverable and status of a single project. That is the function of a Project Manager. Saving Changes...
