A combination leadership in project management?

In fact, discussing the function of leadership of project managers is not easy.
Set up a leadership role for the project that was formed from the start of the project investment. However, as the project began to deploy, leadership roles were not up to date so the appointment with the project director would depend upon the president of the project. What do you think if the new chairman of our project, he is also currently investing in another project with the same products that these two projects belong to two different organizations?

Perhaps I did not understand your point. But returning to leadership unfortunatelly it becomes a buzzword in this days. If you have a project manager assigned then she/he will direct or manage the project. The first thing she/he must do is to manage the project following some project management guideline (PMI, IPMA, GPM, or a method like PRINCE2, others). That is the first focus that is mostly forgotten. Inside that the project manager must use tools and techniques to work with stakeholders. Other thing mostly forgotten mainly because when people performs project stakeholder analysis and define the strategy mostly forgot that a elicitation activity must be done to get data about stakeholders perception about impact/interest or any other thing you use in the stakehodler analysis matrix. When all of these is in place then you can consider leadership as a variable that helps but is not definitive.

Consider a specific case of an individual who is the president of a first bank and he or she is still the second vice president in a country. Please give me clear advice on what effect this president has on the CEOs of the two banks that are competing on commercial data. What do you think for this organization matrix for short and long time?

Sergio clearly pointed out the difference between Management and Leadership. Management is objective/task-oriented (say "get the project target and respective work to achieve it done"), whereas the famous Leadership topic is very much relationship-focused between people acting in different roles in a project. Sergio pointed out that the PM should cover both areas, but most importantly is the management focus. If your chairman is investing in different projects, I do not see a problem, as long the chairman understands good project portfolio-management and is playing his stakeholder role towrads the different projects with a professional attitude.

I think again it depends on the project. Projects are results driven so they need good management skills. Yet some projects care more about people than results (ie. a program on employee well-being initiatives) and this would perhaps require a higher degree of leadership skills than management skills, especially if the project is simple to execute, but complex in nature (people).
