what are the most effective tools or techniques to evaluate business requirements and then transform them into IT requirements?

I came here to say essentially the same as Sergio. Great article btw.

The BA can work with the business to facilitate requirements gathering, but it will be the partnership with Enterprise Architecture that will drive the direction of the solution. This is to ensure the solution is aligned with the organization's strategic outlook and mission, as well as reuse of existing initiatives or capabilities, consideration of existing and future architecture, and any security/compliance concerns.

Focus should be from my point of view on digital transformation of the business and building a digital transformation roadmap covering different layers from HW up to App-Dev. from an E2E perspective One inital tool I can recommend:

Sorry but I do not agree. Focus must be the problem to solve. If the solution is to transform the organization to digital (by the way, a new buzzword) then it could be defined after getting the business need and translate it into business requirements.
