Is it allowed according to PMI rules (and is it ethical) to use the same course to fullfil two different independent certification qualifications (provided that the course itself is OK for both)?

Scenario 1: A person attends a course in project management (like a PMP prep course) and uses that course to fullfil the contact hour requirements for CAPM certification. Some year(s) later the same person wants to do a PMP certification. Can the same course be used to fullfil the requirements for contact hours for the PMP certification?

Scenario 2: A person is already PMP, and decides to go for a PMI-ACP certification. This person takes a PMI-ACP prep course, and use this course as contact hours for the PMI-ACP certification. Can this person use this same PMI-ACP prep course also as some of the PDUs required to renew the PMP certification?

Scenario 3: A person is already PMI-ACP, and decides to go for a PMP certification. This person takes a PMP prep course and use this course as contact hours for the PMP certification. Can this person use this same PMP prep course also as some of the PDUs to renew the PMI-ACP certification?

Yes to all three. For Scenario 1 there is no expiry date on when contact hours of training could have been taken and nothing prevents you from using the same course for the applications of multiple credentials so long as it is applicable to all of them.

I have done so myself, Tom. As long as the course covers the areas required by the certification, go ahead. It's just a question of how many hours from that course can you claim.
