I faced this type of challenges lot of times, including today. There is not enough space to write here. My recommendation is going for CMU SEI papers, IEEE standards or a seminal book: "The art of testing software" wrote by Glenford J. Myers, Corey Sandler, Tom Badgett. Your organization has to be a quality definition. Testing belongs to quality control but you have do not forget quality assurance which is where you will gain in cost reduction. Saving Changes...
Why do you see the need to jump into testing activities - is there no test lead for your project?

The trick, Heidi, is to do the inexpensive testing sooner and the expensive testing later.
The idea is that you don't want to spend more than you need to on re-testing at each phase.
That's why quality control should start with unit testing, then functional testing and moving into more difficult testing such as integration, load, stress and performance.
Sergio also mentions quality assurance. Make sure you build in activiies that ensure quality goes into your deliverables before they are completed: inspections, peer reviews, walkthroughs, etc.
As project manager you focus should be the project. As Kiron points out, try to have someone else take the testing focus.You should be the one scheduling QA/QC activityies, not executing them. Saving Changes...
