Siebel - Spinning off division and the need to create a separate environment

I am in the early planning stages of a project which has as it's mission to create a separate Siebel environment and then segregate the data for each entity.

Is anyone aware of a sample project plan which would detail, at least at a high-level, the task structure required to accomplish this?
