About conflict in Tuckman Ladder model

Dear Madam & Sir, I have a question about conflict management . According to Tuckman Ladder model, which phase has the least confilict? Forming or Performing? Thanks.

Conflicts are inevitable and are an inherent part through all phases of a project. Related to the Tuckman Ladder Model, the project team is more effective and efficient to deal with conflicts in the performing phase. In the forming phase team members come together with different backgrounds, experience and expectations. The common way of working still needs to be established, especially how to deal with conflicts in a positive way for the project success. After the norming phase, the team should be able to resolve conflicts through openness, agreed processes and perceive conflicts as a positive momentum for the project progess.
