I am planning to develop a metrics collection data from team members about their status reports in terms of actual hours..

What type of mechanism would you recommend for the ongoing tracking of performance measures? We have multiple business process projects that have been completed and rolled out to our business units. We have used Excel and Powerpoint previously.

I find that MS Project 2000 works well. With the following basic template you are able to closely manage your project. To monitor team members hours use MS Project. This will allow you to keep historical records on hours. Also you can use PRE-BUILT reports regarding hours etc. Regarding the project as you get move advanced you can start monitoring SPI and CPI (Schedule and Cost Performance Indexes); Earned Value.

Peter is there any chance you could save the file in MSP 98 format? I do use a template for tracking but I'm always after new and improved versions.

One additional question I have is in regards to EV. Some of the tasks that I have scheduled are being performed now rather than later. So, the same work is being done just not on what is scheduled. Is there a good way to track this progress? I don't feel the group of tasks is behind schedule since the team has determined that it is more efficient to complete other tasks at this time.

ahhh . . . the fatal flaw of EV as it is usually implemented . . . the belief that all work is created equal . . . a few questions for David . . .

What is your definition of "progress?"

What is your (team's) definition of "efficiency?"

How much of the future work being worked now is subject to rework once you work the things your (I assume) carefully built schedule says you should work on now?

Why does the plan say later, if they can truly be worked now?

If you get all but one critical task done, and that task never gets done, what will your EV system tell you about the "value" of the project?

I have a question - was working on proposal and they had this in it.

3.1 Provide a comprehensive set of monthly metrics to measure the contract objectives identified in paragraph 2.0 so as to monitor system development and deployment.

here are the objectives
2.1. Provide and procure any necessary hardware and software for use in the development and maintenance of PIPS.
2.2. Provide system configuration management and control.
2.3. Develop system documentation.
2.4. Maintain system documentation.
2.5. Provide limited training as required.
2.6. Support system accreditation.
2.7. Attend and support meetings necessary for the management of the program, and provide for the exchange of technical information to support the DoD Architecture Framework (DoDAF).
2.8. Ensure program personnel continuity to the maximum extent possible.
2.9. Control costs to the maximum extent possible.

How do you develop metrics to documentation - what spelling and grammer?
