Jim, I have found for mocking up GUI screens Visio does a pretty nice job. Visual Studio is good too if your developers can stay out of the qwest for the perfect control trap.
For Browser based prototypes I have used tools like Frontpage to get things going.
I know that Frongpage and Visual Studio are development tools but they are fast for throw-away mock ups too.
