Are you talking about Code of Accounts? CoA is just the numbering system used to uniquely identify each of the packages of the WBS.

Control Accounts are usually the nodes in a WBS at a level higher than the Work Packages (the lowest level of your WBS). Control Accounts provide the "right" level of detail for tracking progress and assessing performance when reporting to your stakeholders as Work Packages (on large projects) will be too low a level of detail and the first or second level of your WBS (deliverables or sub-deliverables) are too high a level of detail.

A work breakdown structure may contain one or more control accounts.

A control account is set up in one work breakdown structure.
