Who writes business requirements?

I work in a company that has a PMO that is relatively new. There is some discussion about who should be filling out the project management documents - the project manager, or the business. Has anyone had experience with either method? Pros and cons would be helpful.

Having worked as a BA, PM and latterly set up and run two Programme Management Offices, the PMO absolutley should NOT write the Project Management documents. This is the role of the PM in consultation with the business, their team, key stakeholders etc. The BA should be tasked with producing the Business Requirements in consultation with the business.

Hi Ross, I was basing my reply on the original post which asked if the Project Manager or the Business should produce the requirements. We mainly have Project Management Offices here so I thought thats what PMO refered to in this instance. However you are correct and I should have said the Project Manager (rather than PMO) is responsible for preparing the project documents. My apologies :-)

After a proj initiation and there by to a proj contract sign off an initial team is formed comprising of a BA,PM, Tech analyst,QC etc. This team will undergo a prelim survey on the issue to be solved and will have a review meeting.Everybody cm up with prob in their area which in turn will contribute into managing and funding project.

Upon completion and baselining the issues a BA will be triggered,exit criterions will be BA doc,Use Case and finally with SRS. Tech Analyst will be involved with the technical constraints(resources,technology...) of the probelm.
As somebody already commentd PM will not be dealing with BA doc or any other SDLC docs or templates but make sure things are happening and checklist are well. Project mgmt docs mainly include Proj plan,Scheduling Chart,Resource Usage , ofcourse sm reports from MS proj or similar..But for sure he'll precide over the review meets as he need.
