What I heard from people is fact pack is the mother document for a project. It seems to be a skeleton of a project.So I'm curious to know what it comprises of.

That term is not used at all in the PMBOK. You will have to ask those people who use the term to tell you what it is and what it includes.

I agree with you guys. It wasn't mentioned directly, but it is part of project document and it is considered highly important as the Business case.
