From your Experience and P.O.V do you Consider Scope Creep & Gold plating a source of risk / risky issues .. if yes or no .. why ??

Almost everything is a risk (positive or negative), but clearly these are two major negative risks.

you MUST avoid scoop creep! As long as you have a plan in place...and follow it, then it's not a problem. This trickles down to having a rock solid Project scope and WBS.

Both have a high potential for risk. Well define scope, wbs, package and effective control are an excellent way to minimize change of the risks to materialized.

Scope creep definitely contributes to risk but this is not necessarily the case with gold plating. Gold plating is intentional and it is more the reason behind it that is the cause for concern rather than the gold plating itself. My opinion is that it should never become a standard on a project but depending on the situation it might actually be beneficial if managed correctly. Never use it to hide something and only use it in amounts that will not negatively impact the schedule. Gold plating will always come from the lowest priority requirement i.e. something that might not have made it into the specification.

While gold plating can get you into some serious trouble, it can be very beneficial to stakeholder relationships if managed properly. This is especially true if you burned all your goodwill matches early on in the project execution. Avoid it but never discount it.

Both scope creep and gold plating add to risk. Risk of schedule slippage, Cost increase etc

From my point of view is not source of risk but more than what is required. PM should restrict himself to the project scope only as far as possible should not consider beyond scope

I agree with Sergio are not source of risk or both are addition to what is required. PM has to required only which in scope and he is not suppose to do addition or subration which in a scope.
