There is no sense to think about business plan in the context of project management. The only things that matters in the context of project mangement is the product/service/result to be created to achieve a business objective in the famework of a solution that will impact the project scope in relation to time, scope, quality and costs.

Here comes (hehehe). First, you need to understand what is a business. An organization will have multiple business defined into it. A business is defined by three vectors: the need to be satisfied, the client which have the need, the technology (in wide sense) to be used to satisfy the need. When the business is defined then a plan to get the business must be created. If you see a business plan is a mix between a business case and a project plan at high level definition.

Just one comment I forgot. From the business plan organizations define business objectives. To achieve business objectives a product/service/result is need. The product/service/result is created by a project as you know.

... not to be confused with the business case for the project and making sure there is a post benefits review plan (PRINCE2 term) to confirm the business case was indeed achieved (typically a period of time after a go live).
