Who are recognised under PMBOK to put up a Change Request?

Clarify what you mean by "put". Do you mean request or approve? If request, it is all of the above and if approve depends on the type of change (within objective PM, changes to objective it would be sponsor)

But i have not checked this point in the new guide yet but should not be any different.

anyone can theoretically submit a change request, but depending on the specific governance established for the project the Sponsor or some other senior leader (or committee) would approve it.

Anyone should be able to bring change requests to the change control board (CCB). The CCB will then approve using time and resources to assess the request. Once the assessment is completed, it is presented to the CCB for consideration and decision.
