Roll of PMO in general starts after strategy formation in the organisation which is mainly the reason behind failure of PMO, how could PMO to be integrated within business strategy development? What

In Many organizations, who initiate PMO and after a year or two found it not successful and not aligned to business objectives.
1. Why it is happening? How to deal with this situation and make PMO successful?
2. What to do to by PMO to gain back confidence of business owners and become integral part of business strategy and its implementation?

After defined the strategy (the way the organization will answer to environmental stimuli through functions/process in order to survive, growth and develop) the organization must decide if a new business unit deserves to be created or not. In this way, if a new business unit named PMO to locate all functions/process defined is created then it was born from strategy and it is aligned to business objectives. Then the objectives and critical success factors for that business unit must be defined. In that way, there is no possibility to not align the business unit to the strategy.

The PMO does not have to initiate strategy, as explained by Sergio. The PMO is there to implement the chosen strategy. Success resides in the PMO staying up to date on the strategy. (Don't fool yourself, the strategy will evolve and change over time.)
