How to say NO without offending ?

It arrives that our team member or stakeholder asked us a fevour that is hard to fulfill so how to say NO in this situation without offending him?

Don't just say 'No'. Present all the evidence of the outcome and what can go south because of that. Just remember that PM should be a politician :)

I really like what my peers have shared already - this PMI site offers connections with so many experienced and knowledgeable people! The only thing I can add is...be very clear up front when reviewing the scope of the project - at project initiation - explaining that your mission is to ensure what is included in the scope is what will be delivered. Anything outside of that must be approved, a change request must be submitted and considered. These are important points to share from the very start of every project. This helps give you the right words to say when stakeholders ask favors later.
