Dear Keith, most organizations that we work with use risk management processes to mitigate resource attrition risk rather than uplifting or padding the schedule or cost baseline. There can be a number of factors that contribute to attrition risk and many of these can be mitigated with minimal or no impact to the project baseline. And if the collective risk events pose a likelihood (weighted average chance) of occuring, then a project contingency can be budgeted. I hope we hear from others on this.
